How can a Tunisian Muslim woman verify the Islam of a young man from Peru who claims to have been Muslim for three years, has a certificate of Islam from an Egyptian sheikh, and wishes to come to Tunisia to marry her?

If a disbeliever testifies that there is no god but Allah and that Muhammad is the Messenger of Allah, out of conviction, certainty, and understanding of what it entails, he enters Islam. He is then required to perform the prayer and other obligatory duties, just as the Prophet, peace and blessings be upon him, did when he sent Mu'adh to Yemen, making the first thing he called them to the testimony of Tawhid (definition) (Oneness of God), then prayer, then Zakat (definition). If he utters the two testimonies and adheres to the rulings of the religion, his Islam is affirmed. It must be noted that communication between foreign men and women is forbidden and a door to temptation, and marriage is arranged through the guardian, not through direct communication between the man and the woman.
