The answer

Makeup is a permissible adornment, and a woman is not considered to be imitating men if she does not wear it. The blameworthy imitation occurs in dress, appearance, gait, raising the voice, and similar matters. However, if she wears it to go out such that non- men see it, then that is forbidden, due to His Almighty's saying: "And let them not expose their adornment except to their husbands or their fathers or their husbands' fathers, or their sons or their husbands' sons, or their brothers or their brothers' sons or their sisters' sons."
