Is it permissible for female doctors and nurses to wear trousers (gowns) designated for work in hospitals, or must they wear a skirt instead, taking into consideration the nature of their work and their need for ease of movement?

The purpose of clothing is to provide coverage and fulfill the conditions of the legal hijab (definition). The more modest and free from adornment the clothing is, the better. Wearing loose trousers is permissible if there is another garment over them that conceals the woman's figure and does not describe her, even if what is beneath them shows, as long as it is wide. This might be closer to modesty, unlike wearing them alone, which would describe the woman.
