The answer

Believing women must adhere to modesty and cover their faces and entire bodies from non- men, as Allah Almighty says: "O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments."

What the husband did by removing his wife's in public is a great evil and a major sin, as it contradicts the command of Allah and His Messenger, and goes against the concept of protective jealousy and the husband's responsibility to safeguard his family. It is not permissible for a woman to obey her husband in what Allah has forbidden.

It is advised to discuss the matter with him gently and to seek help from righteous and virtuous people to inform him of Allah's ruling and to warn him against disobeying the command of Allah and His Messenger.
