Is it permissible to supplicate against bothersome neighbors due to their disturbance with music, while fearing the repercussions of the supplication?

The wronged person has the right to supplicate against their oppressor, based on the hadith (definition): "Beware of the supplication of the oppressed, for there is no barrier between it and Allah," and the hadith: "There are three supplications that are answered without doubt: the supplication of the parent, the supplication of the traveler, and the supplication of the oppressed."

A condition for such a supplication is that it must not involve injustice or aggression. The oppressed person should supplicate for a retribution equivalent to or less than the injustice inflicted upon them. If they exceed this, they become aggressors themselves, and their supplication will not be answered, such as praying for afflictions upon the oppressors' very souls. It is permissible to supplicate for Allah to protect one from their evil and harm.

However, it is better to supplicate for their guidance, because praying for their guidance averts their harm and earns reward, and it also causes the angels to pray for the one who supplicated with the like of what they prayed for, according to the hadith: "There is no Muslim servant who supplicates for his brother in his absence except that the angel says: 'And to you the like thereof.'"
