Is it permissible to supplicate for guidance for the oppressors?

There is no obligation to supplicate for the guidance of oppressors. Rather, Islamic law encourages seeking forgiveness for Muslims and striving for the guidance of creation. It is permissible for the oppressed to supplicate against their oppressor, but patience and forgiveness are better, as Allah Almighty says: "So whoever pardons and makes reconciliation - his reward is due from Allah." Some scholars have stated that it is preferable not to supplicate against an oppressor unless their oppression is widespread. If their oppression is widespread, then it is better to supplicate against them so that Allah may remove their evil from the Ummah, without transgressing in the supplication. Some scholars have held that supplicating for the guidance of the oppressor is better, based on the saying of the Prophet, peace and blessings be upon him: "And pardon him who wronged you." Sheikh Ibn Baz advised against supplicating against an oppressor, but rather to supplicate for their guidance and for Allah to compensate the oppressed.
