What is the ruling on this apartment and the actions that take place within it, and what is the ruling on the young man who manages it while maintaining congregational prayers?

It is not permissible to rent an apartment for playing cards, smoking cigarettes and shisha, and listening to music, due to the sins involved in these acts. The sin increases if this takes place during Ramadan (definition) or its last ten nights. The tenants must repent and abandon these forbidden acts. As for the one who manages the apartment, he is a partner in sin for aiding in disobedience and not condemning the evil. He must not do so, for a Muslim does not assist in sin, and he must forbid evil.
