Is it permissible to mention the name of Allah in a place that has a foul odor?

If the place designated for answering the call of nature or for collecting trash has a foul odor, then it is disliked to mention Allah therein. However, if the foul odor is temporary and the place is clean, then it is better to remove the odor before mentioning Allah, out of reverence for His name and rituals.
