The answer

"Evening begins with the sun's decline, which is the start of Dhuhr prayer time. If you recite the adhkar after the sun's decline, then recite the evening adhkar, because the morning time has ended. The best time for morning adhkar is from after Fajr until sunrise, and for evening adhkar, it is from after Asr until sunset."
