What is the ruling on playing Baloot and Dominoes in one's free time if it is free from cursing and swearing, and does not distract from prayer?

Playing cards has been previously explained. As for the game of dominoes, if it involves dice, then it is forbidden, due to the saying of the Prophet (peace be upon him): "Whoever plays with nardashir is as if he has dipped his hand in the flesh and blood of a pig," and his saying: "Whoever plays with dice has disobeyed Allah and His Messenger."
