As for quoting the Quranic style in speech, it is permissible to omit the conjunction for someone proficient in the Arabic language, as the Prophet (peace be upon him) did in his letter to Heraclius: "Peace be upon whoever follows guidance." Therefore, omission is permissible in what is not intended to be the Quran, but for the Quran, its wording must be presented in full without addition or omission.
