The answer

Islam calls for the fulfillment of aspirations in this world and the hereafter, including security and peace for believers. They are secure in both abodes, as Allah Almighty says: "It is those who believe and do not mix their belief with injustice - those will have security, and they are [rightly] guided." Islam also provides security for peaceful non-Muslims if they submit to the Islamic state or make peace with it. The Islamic state has historically provided security for dhimmis and those under treaties, as exemplified by the story of the trial between Ali ibn Abi Talib and a Jew. As for combatants, they are treated in kind in response to their injustice and aggression.
