A Muslim is commanded to embrace peace (as-silm), which is obedience, as Allah the Almighty says: "O you who have believed, enter into Islam completely [and perfectly] and do not follow the footsteps of Satan. Indeed, he is to you a clear enemy." (Surat al-Baqarah, 2:208) Al-Mawardi interpreted "as-silm" as Islam or obedience, and interpreted "kaaffatan" (completely/perfectly) as referring either to all believers or to peace in its entirety.
