Is it permissible to give Zakat al-Mal and Zakat al-Fitr to the wife's family in Syria, for the purpose of buying a refrigerator and helping with the arrival of a new baby, especially since her father and brother are not working?

It is permissible to give Zakat to in-laws if they are poor and do not possess what suffices them, whether it is Zakat on wealth or Zakat al-Fitr. The difference in place of residence does not prevent transferring Zakat to them for the benefit, bearing in mind that the sufficiency of paying the value for Zakat al-Fitr is a matter of dispute among jurists.
