The answer

It is permissible to use a Visa card if it is free from শরী'আ-prohibited elements, which are: imposing a fine or an increase for late payment, or taking an amount exceeding the actual costs for its issuance or withdrawal. The Islamic Fiqh Academy issued a resolution stating the impermissibility of issuing or dealing with uncovered credit cards if they stipulate an interest-based (ribawi) increase. It is permissible to issue them if they do not include conditions of an interest-based increase, along with the permissibility of taking a fixed fee for actual services. Cash withdrawal is considered a loan, and there is no harm in it if it does not result in an interest-based increase. However, purchasing gold, silver, and currencies with an uncovered card is prohibited. If the card is of the permissible type, then there is no harm in marketing it. But if it is prohibited, then it is not permissible to work in its marketing, as this would constitute cooperation in sin and transgression.
