Is a husband's statement to his wife regarding her not returning to her city and marrying his brother after his death considered a will?

The words of the deceased husband are not necessarily a will, and even if they were a will, it is not obligatory to execute it. Thus, living in the wife's country before marriage is permissible. Marrying the husband's brother or refusing to do so is up to the wife. It is better for the wife to seek a righteous man who will help her with the affairs of life and keep her chaste.
