Do those who mock religion and do not uphold its rulings fall under the category of those to whom injustices must be redressed and with whom reconciliation ( إصلاح ذات البين ) must be sought, especially if they do not accept apologies and may further incite discord and injustice?
Absolution from the wronged party is a condition for the validity of repentance from sins related to human rights. Therefore, whoever has wronged someone must seek their absolution before it is too late. If the wrongdoing involves money, it must be returned to its owners or their forgiveness sought. However, if it involves verbal harm (such as backbiting or insulting), it is sufficient to supplicate for the wronged person and seek forgiveness for them.
One who mocks religion is considered a disbeliever, for Allah Almighty says: "And if you ask them, they will surely say, 'We were only indulging in play and amusement.' Say, 'Is it in Allah and His verses and His Messenger that you were mocking?' Make no excuse; you have disbelieved after your belief. If We pardon a party of you, We will punish another party because they were criminals."
If your words with a person provoke them to insult religion, it is not permissible to insult them back to avoid their response, which would include an insult to religion. However, if they insult you or religion and you respond to them, there is no sin upon you, and you are not obliged to apologize to them.
One should strive to guide such people, supplicate for them, and try to convince them with legal and rational proofs that religion is the rule and legislation of the Creator and that happiness in this world and the Hereafter is achieved by those who adhere to it.
