The answer

The majority of jurists hold the view that it is recommended to gently stroke the penis (silt al-dhakar) during istibra' (ensuring the cessation of urine flow), while Shaykh al-Islam considers it an innovation. Whoever completes ' (washing after defecation or urination) is not required to search or squeeze, as this leads to obsessive doubts (waswasa). If one squeezes and something exits after ablution (wudu'), the ablution is invalidated, and one must repeat the prayer if they have prayed. Wiping over socks (mas'h alal-khuffayn) is permissible if they were worn in a state of purity (tahara) and the discharge was madhy (pre-seminal fluid) or wady (thick white discharge after urination) and its discharge was not so frequent as to be considered سلس (sals - chronic incontinence). As for one afflicted with sals, they should wash their private parts, tie a cloth around the head of their penis, perform ablution, and pray, and whatever exits thereafter does not harm them. The exit of madhy or wady due to squeezing invalidates ablution, even if one is afflicted with sals, and directly touching the penis with the hand also invalidates ablution. Whoever prays with ablution that was invalidated by an action of their own must repeat the prayer, unless they are afflicted with sals or were the cause of the ritual impurity (). Doubt about the exit of an invalidator (naqidh) is not considered, and one must ignore such obsessive doubts, for the Prophet, peace and blessings be upon him, said: "He should not leave (his prayer) until he hears a sound or perceives a smell." If the discharge is semen (mani) and it is continuous, it falls under the ruling of sals al-mani (chronic seminal discharge). If its discharge is not frequent, then (ritual bath) is obligatory upon its exit.
