What are the legitimate conditions for the guardian (Wali al-Amr) mentioned in the Prophetic Hadiths and Qur'anic verses?

If the term "Wali al-Amr" (those in authority) refers to general guardianship, then its conditions are what qualify an individual to fulfill the role. Allah has mandated obedience to those in authority in what is good, as stated in His Almighty قول: {O YOU WHO HAVE BELIEVED, OBEY ALLAH AND OBEY THE MESSENGER AND THOSE IN AUTHORITY AMONG YOU} (An-Nisa: 59). Prophetic hadiths also emphasize listening to and obeying those in authority as long as they do not command disobedience, such as: "I advise you to fear Allah, and to listen and obey, even if an enslaved person is appointed over you," and "Indeed, Allah is pleased with three things for you... and that you offer sincere advice to those whom Allah has given authority over your affairs," and "Listen and obey, even if an Abyssinian whose head is like a raisin is appointed over you," and "There is no obedience in disobedience to Allah; obedience is only in what is good." However, if the term refers to guardianship over a minor, its order and conditions have been explained in previous fatwas.
