What is the ruling on using instrumental music, free of offensive language and produced electronically, in YouTube videos, especially given the lack of a human vocal alternative that achieves the desired effect?

It is not permissible to use musical instruments (music), and there is a reported consensus on the prohibition of listening to them, with the exception of the duff. This does not exclude what is known as film scores, and the increased impact of speech when using them does not make them permissible. If permissible sound effects are available that suffice, then praise be to Allah; otherwise, it is absolutely impermissible to use musical instruments.
