Do the private parts not being washed after prostatic fluid affect the validity of ablution or prayer, as the scholars say?

What is prescribed for purifying madhiy (pre-seminal fluid) is to wash the penis and testicles, based on the hadith (definition) of Ali (may Allah be pleased with him). This was made obligatory by the Hanbalis and Ibn Hazm, contrary to the majority of scholars. Although it is obligatory according to the Hanbalis, they explicitly stated that if one intentionally omits it, it does not affect his wudu (ablution) or salat (prayer). Thus, the prayer is valid even if one intentionally omits washing the penis and testicles.
