Is it true that the Prophetic Hadith: (The best rows for men are the first, and the worst are the last; and the best rows for women are the last, and the worst are the first) applies only to women praying behind men without a barrier, and does not apply to women praying in a place isolated from men?

The aforementioned Hadith is authentic and is interpreted to mean that the best rows for women are the first ones, and the worst are the last, if they are concealed from men and there is no barrier between them. They are obligated to complete the rows and fill any gaps, in accordance with the general authentic Hadiths.
