It is permissible to stop a car on public roads provided that it does not cause harm or damage to others. Otherwise, it is not befitting the character of believers, nor is it permitted by the Shariah. If incorrect parking causes damage, the driver is liable for it. As for the validity of the prayer of one who does this, their prayer is valid and they are not required to repeat it. However, acceptance is among the knowledge of the unseen. It must be noted that the mistakes of righteous people should not be exploited for defamation or alienation from them.
