What is the ruling on praying in a car for someone who fears the prayer time will expire, while knowing that they will exit the car before the prayer time ends?

It is not permissible to perform the obligatory prayer in a moving car, even if one fears that its time will expire, if the worshiper knows that they will reach their destination before the prayer time ends and that they will be able to disembark and perform the prayer with all its pillars. This is based on the statement of Ibn Umar, may Allah be pleased with them both: "The Messenger of Allah, peace and blessings be upon him, used to perform supererogatory prayers on his mount, no matter which direction it faced, and he would perform Witr prayer on it, but he would not perform the obligatory prayers on it." This is also because the original rule for obligatory prayers is that they should not be performed on a riding animal (or vehicle).
