What is the reason for yawning in Ramadan despite the devils being chained? And is televising considered forbidden like photographing humans?

Al-Bukhari and Muslim reported that the Prophet, peace and blessings be upon him, said: "Indeed, Allah loves sneezing and dislikes yawning. So, if one of you sneezes and praises Allah, it is incumbent upon every Muslim who hears him to say to him: 'May Allah have mercy on you.' As for yawning, it is from Satan. So, if one of you yawns, let him suppress it as much as he can, for if one of you yawns, Satan laughs at him." It was said concerning the meaning of attributing yawning to Satan that Satan loves to see a person yawning, or that it arises from a full stomach and laziness, which are states influenced by Satan. Al-Nawawi and Al-Manawi said: Yawning was attributed to Satan because it invites to desires and bodily heaviness, and the intention is to warn against overeating.

There is no problem with yawning occurring in Ramadan despite the chaining of devils, for either Satan loves yawning even if he is chained, or only the rebellious devils are chained, or yawning is one of the minor acts that Satan can still influence during Ramadan.
