Is it permissible, Islamically, for a husband to touch his wife's vagina or other parts of her body, including her anus, without penetration, while she is menstruating?

The ruling on a husband fondling his wife between her buttocks without penetration, and what is permissible for a man from his wife during her menstruation and post-natal bleeding, has been previously clarified in the referred fatwas.
