Is the wife entitled to demand a personal sum of money from her husband who provides for her from social security, or is providing food, drink, and clothing sufficient in Islamic law?

If the husband is providing the obligatory maintenance, he is not obligated to give his wife a special allowance. However, doing so is recommended to increase affection and foster good companionship. There is no harm in the wife asking for an allowance, provided she is careful not to cause problems, in order to preserve family stability. If the money is spent jointly by the spouses, the wife has the right to dispose of her share, but it is advisable not to insist on this in order to maintain family stability.
