A girl is permitted to travel to another country for study if she is secure in her faith and travels with a mahram. If it is possible for her to be there with a mahram, that is better, but it is not obligatory. It is sufficient that the place where she will reside is safe, for the mahram is obligatory during travel, but not during residence.
