What is the ruling on a woman wearing short clothes or shorts in front of other women and her mahrams?

A woman must adorn herself with modesty, concealment, and decency, and not display to other women anything more than what is customarily visible in the home and during service, such as uncovering the head, hands, neck, and feet. This is in accordance with the apparent meaning of the Qur’an in Surah An-Nur, verse 31, the Sunnah of the Prophet (peace be upon him), and the practice of the Companions.

One is warned against extensive uncovering and imitating disbelieving women and prostitutes, and against wearing thin or short clothes or anything that reveals the body's contours. Such attire pertains to the "clothed yet naked, inclining [to evil] and causing [others] to incline" women, concerning whom a severe warning has been issued. Every Muslim must fear Allah concerning the women under his guardianship and not allow them to wear what Allah has forbidden.
