Some scholars have even stated its permissibility, such as Al-Hattab Al-Maliki in Mawahib Al-Jalil, quoting from Al-Tiraz: "One may supplicate after finishing Al-Fatiha, if he wishes, before the surah, and the righteous have supplicated."
