The ruling on the matter has already been answered. As for determining the legitimacy of obtaining the job, it depends on the preponderance of one's belief. If you believe with a strong conviction that you are more deserving of the job due to your qualifications and precedence over others, and you perceive that the officials are corrupt, inclined to bribery, then there is no harm in paying money to secure your right. This would not be considered a bribe. However, if you believe with a strong conviction that the concerned administration will not favor anyone, then it is impermissible to pay money, as it would be a means of usurping another's right, which is a forbidden bribe. Provisions are preordained and decreed, so a Muslim should fear his Lord, make good efforts in seeking, and be patient.
