Is it permissible to leave bees to graze in people's lands without their permission?
Bees cannot be controlled in their foraging, and they do not harm trees or anyone. What bees damage is excused by jurists. Al-Sawi said: "As for things like pigeons and bees: their owner is not liable, and the owner of the crop must protect it." Ibn Qudamah said: "If someone acquires pigeons or other birds and releases them during the day, and they pick up seeds, he is not liable for it because it is customary to release them." The Shafi'is exempted bees and pigeons from animals whose damage necessitates guarantee, because it is customary to release them.
If farm owners are harmed by bees and it is possible to avoid that, then the harm should be removed, based on the Prophet's (peace be upon him) saying: "There shall be no harm or reciprocating harm," and the rule is that harm should be removed.
