Is it permissible to pray the eclipse prayer if the eclipse was not seen due to clouds, knowing that most astronomical predictions originate from NASA?

The eclipse prayer is legislated when it is seen, based on the Prophet's (peace and blessings be upon him) saying: "So if you see that, then hasten to prayer." It is not to be prayed merely because astronomers report it, for what counts is the sight of the eye, not telescopes or calculations.
