What is the ruling on the Adhan inside the mosque without a loudspeaker in a foreign country that prohibits public recitation of the Adhan?

Muslims give the call to prayer (adhan) without a loudspeaker. Using it is good for the purpose of informing, but it is not a condition for the validity of the adhan. Raising the voice is recommendable due to the hadith: "No jinn or human or anything hears the extent of the muezzin's voice except that it will bear witness for him on the Day of Resurrection." The adhan is achieved by making at least one person hear it, and the voice must be raised in a way that does not cause harm.
