Is it obligatory to wipe the hairline and ears when a woman outside her home wipes over her khimar (head covering) during wudu'?

The view of the majority of scholars is that it is not permissible for a woman to wipe over her khimar (head covering) during wudu' (ablution) except out of necessity. However, the Hanbalis consider it permissible to wipe over it absolutely, provided that the khimar is wrapped under the chin and is difficult to remove. If it is easy to remove, then it is not permissible. It is obligatory to wipe the usual hairline and the ears along with the head, but there is a disagreement whether wiping the exposed hair along with wiping over the khimar is obligatory or merely recommended. As for the ears, wiping them is not obligatory. Therefore, it is recommended to perfect wudu' both inside and outside the home, while being keen on covering oneself, and to avoid wiping over the khimar to avoid the scholarly disagreement.
