Is discarding a paper containing the Basmalah—which is part of a Quranic verse—considered the same as discarding the Noble Quran itself, or is it merely a sin? Is remaining silent and not advising people against discarding papers containing the Basmalah in the trash equivalent to discarding them? And how can one absolve themselves of responsibility in this situation?

It is not permissible for a Muslim to discard papers that contain the Basmalah, Qur'anic verses, Prophetic hadiths, or the names of Allah Almighty. The Basmalah is equivalent to the complete Mushaf in terms of prohibiting its disrespectful disposal. Whoever sees such papers discarded must pick them up and preserve them or dispose of them by burning or tearing. As for what is difficult to manage in this regard, it is excused, due to the ease and removal of hardship mentioned in the Qur'an and Sunnah.
