What is the ruling on discarding newspapers, magazines, and papers containing Quranic verses in dirty places and on sidewalks? Is one who does not move these papers to clean places sinful? And what is the role of scholars in clarifying and advising to curb this phenomenon?

It is not permissible for a Muslim to discard papers, magazines, or newspapers that contain Quranic verses, prophetic hadiths, or the names of Allah Almighty. Nor is it permissible to use them for wrapping food or as a tablecloth for eating. All of this constitutes desecration, which must be avoided. Whoever does so intentionally and knowingly has committed an act of disbelief. And whoever sees them in a dirty place and does not remove them, while being able to do so, commits a sin. A Muslim must preserve these papers, and scholars and officials should designate a place for their burning or burial.
