When did Abraham, peace be upon him, submit to Islam: was it when he said, "Indeed, I have turned my face toward He who created the heavens and the earth, inclining toward truth, and I am not of those who associate others with Allah," or when he said, "I have submitted to the Lord of the worlds"?

Allah guided His Prophet Ibrahim (Abraham) - peace be upon him - to Islam from a young age, and chose him for guidance and righteousness. Thus, he was a hanif (monotheist), a Muslim, not an idolater. The Quranic verses that speak of Ibrahim, such as His saying: "Indeed, I have turned my face toward He who originated the heavens and the earth, inclining toward truth, and I am not of those who associate others with Allah," and His saying: "When his Lord said to him, 'Submit,' he said, 'I have submitted to the Lord of the worlds,'" do not describe the beginning of his submission to Islam, but rather his stable and firm state from the beginning. He did not embrace any religion other than Islam; rather, he was a monotheist who knew Allah, disavowing any deity other than Him. Allah protected him and granted him his guidance from before.
