If the university stipulates the completion and publication of a scientific research paper for promotion, then it is not permissible to use deceit to circumvent this condition. It is not valid to substitute participation in the research with paying money to someone else to complete it, nor is it permissible to attribute the research to anyone other than the one who conducted it. All of that is considered forbidden deception.
