Allah Almighty says: "And He shares not His legislation with anyone," and "Legislation is not but for Allah." As for the Shura (consultation) system, it is well-known in Islam, and it involves seeking the opinion of experts. Its legitimacy is established by the Qur'an and Sunnah. Allah Almighty says: "And consult them in the matter," and "And their affair is [determined by] consultation among themselves." The Prophet, peace and blessings be upon him, was the most consultative among people with his companions.
