Is it permissible to perform Umrah in Makkah while the hair is long and has Qaza' (haircut with some parts shaved and others left long) or resembles that of disbelievers, with the intention of shortening it after Umrah?

Al-Qaza' (shaving part of the head and leaving part) is forbidden, and the Prophet, peace and blessings be upon him, prohibited it. Ibn Umar, may Allah be pleased with both of them, said: "I heard the Messenger of Allah, peace and blessings be upon him, forbidding Al-Qaza'." And it is the shaving of part of the head and leaving part of it. If Al-Qaza' is done with the intention of imitating disbelievers, then this is more severe, due to the saying of the Prophet, peace and blessings be upon him: "Whoever imitates a people is one of them." Therefore, the one who performs Al-Qaza' must repent to Allah and trim his hair without shaving it completely, then he should shave it after the 'Umrah to earn reward, for in the Hadith: "As for your shaving your head, for every hair that falls, you will have a good deed."
