The answer

It is not valid to perform , Sa'i, or the standing at Arafat while flying. So, if one were to fly in the air of Arafat, it would not be sufficient. Similarly, if one were to perform Sa'i or Tawaf while flying, neither would be considered valid. Some scholars differentiated between Tawaf and Sa'i, prohibiting the former and permitting the latter. As for the stoning (rami), no text from the people of knowledge has been found that explicitly permits or prohibits it.
