The preponderant view is that the Farewell Circumambulation (Tawaf al-Wada') is obligatory, and failure to perform it necessitates a compensatory sacrifice (dam), with the only exception being a menstruating woman. The Prophet, peace and blessings be upon him, granted her permission to omit it. This is the stance adopted by the majority of scholars. The issue of the Farewell Circumambulation is a matter of ijtihad (independent reasoning), so whoever inclines to a different view is not at fault.
