If the wealth reaches the nisab (the equivalent of 85 grams of gold or 595 grams of silver) and a full year has passed over it, zakat becomes obligatory on it at a rate of a quarter of a tenth (2.5%). The zakat is disbursed in the country where the wealth is located and in the same currency. It is permissible to give it to those eligible for zakat, such as the wife's father or her sister, if they are among its rightful recipients.
