It is not permissible to give zakat to a poor person who is able to earn a living. This is the fatwa we adopt, contrary to the Hanafis and Malikis. If a person is poor and needy, and unable to earn a living, it is permissible to give him zakat. The nisab for cash is estimated at the value of 85 grams of pure gold or 595 grams of pure silver. Zakat becomes obligatory on it if a full year has passed, and its amount is 2.5%. As for zakat on cash that is not profits and on which a year has not passed, it is to be paid when its year becomes due, even if it is less than the nisab. Zakat is disbursed in the country where the wealth is located, not in the country where the zakat payer resides.
