Is it permissible to shorten prayers (qasr) in Jeddah or Madinah, and what is the ruling on shortening prayers when traveling between Jeddah, Madinah, and Rabigh?

Since the training course is two years long, you are obligated to perform every prayer at its appointed time, fully and without shortening (qasr). This is because anyone who intends to reside in a country for four days or more is considered a resident. Therefore, you are not permitted to shorten prayers during your stay in Jeddah for the course. Similarly, you are not permitted to shorten prayers in Madinah, as it is your original homeland, nor in Rabigh, where you resided and settled after completing the course in Jeddah. However, if you travel from Madinah to Jeddah, you may shorten your prayers in Jeddah because it is not your homeland and you are not considered a resident there, even if you intend to stay for four full days. And in the case of travel, you may shorten your prayers whether you travel from Rabigh to Madinah or to Jeddah, as you are considered a traveler while on the road.
