Is it permissible, Islamically, to leave a portion of the mosque's area for the sanctity of the road if the authorities request it?

Land endowed as a mosque and a common road are shared rights for Muslims, and it is not permissible to infringe upon one for the benefit of the other. Therefore, it is not permissible to take an area from the mosque to widen the road, for the Prophet, peace and blessings be upon him, said: "Do not take mosques as roads except for remembrance [of Allah] or prayer." However, if state regulations require the street to be of a certain area for reasons of public interest and averting harm, then it is permissible to take that area from the mosque's land, just as it would be taken from others, for the Prophet, peace and blessings be upon him, said: "There should be no harm nor reciprocating harm."
