The answer

Masturbation is forbidden, and it has significant harms and corrupting effects. The inability to marry does not make it permissible to engage in it. If one does engage in it and semen is discharged, then a ritual bath (ghusl) is obligatory. If the water is cold and difficult to use, it must be heated if possible. If one is only able to wash part of the body, he should wash what he can and perform tayammum (dry ablution) for the remainder. If he is unable to wash his entire body, tayammum suffices for him.
