Is it permissible to perform tayammum in place of ghusl to cleanse from ritual impurity (janabah) when hot water is unavailable in winter, with a shortage of fuel and high prices, considering the consequent delay in going to work and occasional avoidance of marital intimacy?

The fundamental principle regarding tayammum is that it is not permissible unless one has lost access to water or is unable to use it. Therefore, tayammum is not sufficient for ghusl from janabah if one is capable of using water. If a person in a state of janabah is harmed by cold water, it is obligatory for them to heat it, or perform ghusl in a warm place, or wash each limb and cover it immediately.

However, if one fears a legally recognized harm from delaying their work due to heating the water, tayammum is permissible for them. This is similar to the traveler's fear of missing their companions.

It is disliked for someone who lacks water to intentionally cause themselves to be in a state of janabah, unless refraining from intercourse would result in harm.
