What is the ruling on a husband who promised his wife that he would emigrate with her to America, but then did not fulfill his promise, and rarely spends on her, and rarely communicates with her?

A wife has rights over her husband, including cohabitation in a befitting manner, and her chastity, by not being absent from her for more than six months without an excuse or her permission, and fulfilling his promise to bring her to him. He must spend on her in a befitting manner; otherwise, he is sinful. If she spends on herself without it being a donation, she may claim reimbursement from him for what she spent. His lack of communication with her is a form of estrangement that contradicts good companionship. The woman has the option to be patient with him or to seek a divorce if she is harmed, for divorce may remove the corruption of the marriage's continuation, and Allah may enrich each of them after their separation.
